He held several high offices in the Austrian administration and also was involved in the reform of the penal system and in various philanthropic activities. His Grundsatze der Polizey, Handlung und Finanzwissenschaft (2 volumes 1765-67) has been used as an official textbook for decades. Sonnenfels represented "an improved version of the mercantilist theory... in several respects superior to Justi".
